On July 20, 2010 was published the document "Guidelines for Strategic the replanning of the Territory ", prepared by the Deputy Commissioner for Reconstruction, President of the Abruzzo region, and the technical structure of the Mission. It 's a very complex and detailed document. That gathers important points of interest and glaring omissions. statements of principle unacceptable, and shared positions. Time lags and theoretical positions correct, but contradicted by the context and the documents so far made by the Territory Government and the Civil Defence.
It 's a document in which shine the absences. There is no job, is not culture, is not ASL, and there is the University, there are no migration, there is the immense field personal care, there is no capital city of L'Aquila region.
This is not the place, and I can not pretend to do it alone, in contrast to this document to reflect overall alternative. I can only try to point out some issues that seem important to me, and which would be important to open a public debate, with the aim of building awareness and a set of proposals actually participate. First, the document gives a spatial horizon: that is, it is proposed to construct guidelines for the whole of the crater, which includes 57 municipalities straddling the provinces of L'Aquila, Pescara and Teramo. The document aims to prioritize the relationship between territory, proposing skills, including mobility flows and infrastructure. The approach is interesting, but deepened. The document is concerned about depopulation and aging of the population of mountain communes and children, and proposes to hold services there, trade and education, health, just as the choices of the Government, and to some extent the choices of the Abruzzo region, ranging in a radically different direction. The document ignores the problems and the opportunities that migration to produce this picture.
The document assigns the whole territory of the crater a role in the strategic choice to be the region and cross the platform of the exchange between the Tyrrhenian and Adriatic. But in this context the city of L'Aquila is precluded by the major axes of the flows of mobility, both by road, rail, which means the actions of all the priority system proposed the Rome-Pescara, via Avezzano, arriving at the parking lot of a joke to propose exchange Piazza d'Armi, serving a phantom tram stop which should lead to the train station.

It should build a real system that governs the participation of social actors and citizens in decisions. Without these basic elements we'll be looking at a document which, whatever good or questionable stress, would be rejected in full, because the son of a logic that provides only a command-and everybody else, alone and without a voice .
