Zona Franca Urbana, the exhibition of errors

In October 2009 the European Commission approved the establishment Zone Franche Urbane in Italy (I'm 22), and the related scheme (tax holidays, exemptions contributory).
In his letter to the Italian government, the European Commission points out that this scheme:

  • only interested in small and micro enterprises (respectively with 50 or fewer than 10 employees within a certain annual turnover), created after 1/1/2008;
  • affects disadvantaged areas, to revitalize urban areas and may involve areas inhabited by a maximum of 30,000 people
  • not intended to encourage investment and create jobs, how to remedy social exclusion;
  • requires an integrated approach, involving education, housing, fight against exclusion, the ' employment, sport,
  • is accepted by the European Union because it will have a very limited impact on trade.

The instrument of Zona Franca Urbana, born in France, was introduced into Italian legislation by the Prodi government in the 2007 Budget, with the goals identified in the letter of the European Commission's acceptance of the scheme proposed by the Italian Government.
And this tool, yet to be approved formally by the European Union and Reunification, and Law 77/09 as one of the answers (some are the program contracts, for example), identified by the Government to address the economic consequences of the earthquake . But some questions remain:

  1. the Act are identified € 45 million available, but does not specify whether the total intervention, or the amount used for each year of operation of the scheme (this issue was not resolved by the CIPE Resolution authorizing the Free Zone for L'Aquila, nor is it dissolved the issue of aid intensities for each enterprise, however, recently reduced in general by a government measure);
  2. The law is quite clear that the 45 million part of the resources allocated for the reconstruction of areas hit by the earthquake (which are insufficient), and are additional;
  3. The Act provides that the aid scheme to cover more than 30,000 people in the area affected by the earthquake, but this must wait for other government pronouncements and European, that affects only companies created after 6/4/2009, notwithstanding the generally established for the Zones Urbane.L 'art. 107.2.b the consolidated version of the Treaty on European Union states that are compatible with the internal market "aid to make good the damage caused by natural disasters or exceptional occurrences." Would it be possible therefore to imagine a specific measure of support to the entire area affected by the earthquake, its benefits that can reverberate throughout the Province of L'Aquila, the degree of interconnection socio-economic ties throughout the country. But not this path was chosen by the government, because it has neither the political will nor the resources. And, in the province, the struggle to achieve this has been so far inadequate and insufficient.

is then that the Zona Franca Urbana L'Aquila is likely to be the only answer to the economic and production hit by the quake, also placing a heavy mortgage on the future, because it supports an economy that needs to be done only small and micro enterprises, whose turnover levels will certainly not allow innovation and even less research.
La Zona Franca de L'Aquila, according to EU regulations, is not intended thus supporting the economy and investment, but that, noble, to intervene on social exclusion. So the answer is inconsistent with the need for revitalization and upgrading of economic and production hit by the quake.
And this story should be told as it is. Otherwise, it is dependent on their propaganda that destroys even more areas affected by the earthquake.
